if you gonna raise, raise 3x perflop then 1/2 -> 3/4 pot flop as a standard c-bet

nothing wrong to bet 2bb from the button if you've got a really high steal.

are there any other situations where open raising 2bb is okay?

all of them

2bb button open is fine/good obviously.

The flop bet should probably be a tad bigger. When the ace rolls off on the turn I bet turn and bet almost any river card. Villain will usually calls turn with hands like 9T and pitch them on blank rivers.

After all is said and done, more is said than done.

As a general rule of thumb for micro stakes I would only be minraising against tight/shortstacked blinds. I would say it's directly better right now for you to actually tighten up your button range and compensate by raising more, as you should be pretty value-focused right now.

Raising wider is still "correct" poker but what actually happens is you get yourself into a lot of marginal situations which imo are completely unnecessary (and potentially hugely -ev) if you're just starting out and trying to move up the micros.
