really doubt the guy is going into c/c mode after raising pre then randomly deciding to minraise all in turning a hand into a bluff over an overbet. this seems fine

Either very solid or silly fold, I wouldn't plan on b/f in this spot ever, too lazy to do the math but it seems like an automatic call once you commit yourself on the river ?
