I might be wrong and rarely play Omaha but this seems like a fold to me.

I need only 25.6% equity to be breakeven here.

board: 7hJd9c
Hand Equity Wins Ties
KhKc6h7c 29.31% 175,427 809
8T,jj,99,77,j9,j7,97,QT 70.69% 423,764 809

I have 29.3% vs a range of all the better made hands + QTxx open enders.

And he showes way wider. I guess his range may be like any pair + gutter or better.

board: 7hJd9c
Hand Equity Wins Ties
KhKc6h7c 37.00% 221,170 1,714
8T,jj,99,77,j9,j7,97,QT,JT,9T,78,7T,J8 63.00% 377,116 1,714

Against which I have around 37%, so easy call.

Obviously this is player dependant, some people will only go allin here with monsters, then it is easy fold.

And also I obviously fold if Emelian goes in.
