this is a veird spot , villain looks more like a fishier player over just 15 hands ...

looks like you need him to give up about 29% assuming he pays off your 2outer when he doesnt give up

my experience is that they have exactly what they represent in this spot

have you thought about a bigger flop raise?
the less money we have behind at each point the happier he is to get it in marginally so it seems like unless he interprets the sizing itself as being strong you should probably raise as much as you can get away with
