a pair flops a set 1 in 7.5 times where as 2 suited cards flop a flush draw 1 in 10, so having a 2 pair is logically stronger / immediately flops better then having one suit

While that is true, you get much more value from dominating weaker flush/combo draws than having naked bottom set in this game. Either way this is a 4bet for 100bb for sure not necessary 200bb though
