Villian has a flop raise of 7%. does fd gutshot ond overcard constitute the absolute bottom of his range?

i highly doubt your statistic is a reasonable sample size since he's sitting with 40bbs and limp called the flop. and some people just spaz out 7% of the time and don't have a particular range they do it with.
by default against this type of person, i'd say the bottom of his range is complete air and his value range for raising could be as weak as any 7x. it's the type of range you'd assume of any fish.

as you're making a decision to get $1.20 more in to win 3.31 (~something around 35% equity is needed) there is no real decision with the hands he can have being in general weaker.
sure he can have sets and nutty draws, but hands like 56/99/TT(you can probably discount 99/TT though as limp/call) wont play any different either, same goes for 7x etc.
download pokerstove or pokerstrategy equilator and play around with ranges a bit to give yourself a better idea whether you have odds
