Posted below is the official Pokerstars response after asking me to do a few other things in a couple previous e-mails. This is the solution that worked for me in case anyone else ever gets the same error code.

We are sorry to hear that you are having problems with software.
The reason you are unable to log onto the PokerStars software in
Windows 7 is due to permissions. To solve this issue please
completely uninstall PokerStars. You may wish to make a copy of
"user.ini" (your preferences), "notes.xml" and "notes.user.xml"
(where 'user' is your user ID) from the PokerStars software as
they will be removed when you uninstall the software.
You will need to manually navigate to the settings folder to
locate those files. Please copy/paste the following into the
Search box and press enter:
%USERPROFILE%AppDataLocalPokerStars
Once you have made a copy of those files, uninstall PokerStars
from your computer.
You can do this by going to Control Panel and clicking on
Uninstall a program (located under the Programs heading). Once
this has opened locate PokerStars in the list of programs, left
click to highlight it then select Uninstall from the menu just
above the list of programs. After the uninstall has finished
please delete all PokerStars files from the install directory
(default is C rogram FilesPokerStars). You will also need to
delete the Settings files, to locate these files please
copy/paste the following into the Search box and press enter:
%USERPROFILE%AppDataLocalPokerStars
On completion of deleting all PokerStars files make sure that you
have logged into Windows using an account that has Administrator
rights. The next step is to ensure that UAC is enabled as having
this disabled may cause the software to not run. To do this go to
the Control Panel then type UAC into the Search box in the top
right hand corner of the window.
Please click on the link that says Change User Account Control
Settings. Once the window loads please ensure that the slider bar
is on Default which is the second option from the top. Once this
is done, restart your computer.
After checking that UAC is enabled please download and install
PokerStars from the following link:
www.pokerstars.com/poker/download
Please install into the default directory of C rogram
FilesPokerStars and then try running PokerStars again. If you
wish to silence the UAC without turning it off, there are third
party programs that can help you with this. You can find these
tools through a google search of UAC silent mode.
Should the problem persist even if UAC is enabled, it is possible
that a firewall is interfering with the connection of our
software. Could you please tell us the name and version of any
security software you are running, like personal firewalls, web
filters or virus scanners (e.g. Kaspersky, GData Security, Norton
Internet Security, etc).
