In Russia some drivers have blue lights on their cars to indicate that they have a special right to break traffic rules. This practise dates from Soviet rule when high party officials were allowed these police car lights, so that when in a hurry on important business they wouldn´t get stuck in the traffic.
Obviously the system nowadays is completely corrupt and large number of (rich) people have acquired these blue light -licences to the extend that it´s a major problem in Moscows traffic. The police and government haven´t shown any interest in dealing with the problem, and that gif is about a protest which attempted to draw attention to the issue. |
