division and fraction mean the same thing
Dividing means multiplying by the inverse element (for any a we call a' the inverse element of a if and only if a*a'=b and a'*a = b where b is the unit element. Unit element is the element for which a*b = a and b*a=a for all a. Unit element of course happens to be 1 in the case of the field of real numbers) and thus multiplication and division are the same thing and they must be equal in the order of operations.

I agree this looks retarded, but the general approach to solving this problem should be emphasized. It reinforces taking a difficult problem and breaking it down into smaller chunks that are much easier do.
