I'm guessing up because the cat seems to be looking up, and because of its paws on the stairs, they seem to fit going up more than going down.
Also cats go downstairs with their tails up and upstairs with their tail down for balance.
Believe it or not, but I've already seen stairs being opposite. But yeah, judging from his tail, he's most likely going down.
