They set a goal and went out to accomplish that goal in the most effective and most efficient way, thats all. If anything (assuming stats provided has some merit) they knew exactly how to get through to their intended audience, so props to the advertising team.

Plus providing information for the purpose of giving the option of an educated choice when the intended audiences' (adolescence) decision making process is based more around being accepted by peers or the desire to get high would just mean money and time wasted anyways

The sexual education is approached in exactly the same way- to inspire fear. And sex, unlike drugs, is nothign to be scared of, but rather somethign that has to be approached with respect.
As a result- irresponsible people will indulge in unprotected loose sex either way and responsible people grow up with their sexual feelings repressed as soemthing to be shunned about.
This feelings oftentimes are kept bottled up until the infamous spring breaks and the infamous spring break vocation spots which become cesspools for sexually transmitted diseases and sex crimes when all this sexual desires people try to hide inside come pouring right out in environment more accepting of sex and human body.

You realize fear has been the "defense" against drugs like marijuana for all the past 60 years right? there are ads of the 50s (im sure somebody can find them) showing people smoking weed and a few minutes after killing each other and a woman jumping out of the window, sure to most of us this looks retarded now but they are doing exactly the same thing with methampetamines now or LSD.

Dont you realize that it is the same technique used to avoid teens from having sex? they spread fear for sexual diseases and provide stupid solutions that do not work like abstinence, i remember this show on Penn and Teller about "teens for abstinence", while interviewing these kids they asked them if they would have to have sex would they use a condom?, well, all of them said no, and that is why teaching through fear, misinformation and ignorance is wrong.

Also how on earth do you believe such a ridiculous claim about 70% reduction lol, the war on drugs is lost, every day more people do drugs and they still cling to the old ways to spread fear while it has clearly failed, this "war" is more expensive every day, more people are killed because of it and more people are in jail exponentially since it begun.

They must spread truthful information so the people can make intelligent choices and take their measures, spread ignorance and ignorance will prevail in your population.

Drugs are nothing to be scared of too, they are just something you should be informed about and really respect them, same as sex, same as anything serious in god damn life, we are not babies so the government make up boogie mans in our closets.

you can teach through fear, correct information and openness for example when you teach people nicotine can kill you or that not using condoms can lead to aids, it informs people and makes them fear consequences. nothing wrong with that as far as I can tell. you associate fear with lying, that isn't always the case.
