you sure? how about F=ma, the water pressure builds until it is released in the explosion; it mostly shoots out away from his face. much like a rocket engine, the mass and acceleration of the particles shooting out produce an equal and opposite force on the booster nozzle. In this case HIS FACE is acting like the nozzel, directing he explosion mostly to the left, thereby producing a large sudden force rightward on his head - the rocket.

The water pressure is pushing on his face before the water explodes, through the skin of the water balloon. When the balloon explodes, much of the water misses his face and goes around his head. If we imagine the balloon skin still intact, much of this water would pull the balloon skin further and increase the pressure on his face, instead of being free to miss him and not pull the other water with it. The resulting force should be less immediately after the explosion. During the explosion of the skin of the balloon there may be an increase in force, but I think it's safe to say that's negligible for this discussion.

Ill give a try at an analogy. Consider if we tie three rocks together in a line and drop them on a target, and only the middle strikes the target. The rocks all come to rest through the collision, all of their energies have been transferred to the target. The balloon skin, or in this case, the strings ensure that the energy of the rocks that miss the target can still transfer some energy to it. If we drop the same three rocks in the same formation as when they were tied, only the middle rock hits the target. Only the energy of the middle rock will be transferred to the target. This is like the exploded balloon, when all the particles are free and not bound or constrained.

All this said, the video must be sped up after the explosion of the balloon.

Edit: Also look at the bottom left of the frame. We can see the fingers of the balloon thrower moving very slowly, until the balloon explodes and then they suddenly dissapear.

Dattebayo is just a fansub group who adds the little words on the bottom for you.

i am sure, water is not a gas so it is not compressed, while the balloon is intact, its whole mass inertia is pushing his head back, as soon as the container is gone the water will freely run around and bounce on his face reducing the force applied to his face.

There is no such thing as an explosion, if you take a water balloon and pop it, the water will simply drop (if there is some splatter is because of the balloon "pulling" some water while it collapses), if its a balloon of air, it will indeed release the pressurized gas and will expand until it reaches the atmospheres pressure.
