Would of been fantastic if the windows had been tinted and inside the vehicle were 5 members of MS-13 armed to the teeth.

Anarchism can be used as an analytical concept to refer to a society with no government, which is why anarcho-capitalist is a meaningful concept.
However, anarchist movement, and anarchists, have always been part of the workers socialist movement [1]. Anarchist is someone who is against not only state power but also capitalism. I mean really, you can't just take a concept and decide to use it in a completely different sense than it has been used for 150 years, or at least you cannot if you desire to be understood at all.
Liberalism without socialism is oppression and socialism without liberalism is slavery as Bakunin said.
[1] And recent post-left wing is not any less anti-capitalist than classical anarchism
And blocking the streets would imo be setting up a road block preventing cars from passing, not forcing them to drive somewhat slower. On the video we see 3 cyclists randomly stopping a car because the driver was bitching or something, we do not see an organized demonstration to block the street.

Also it's pretty obvious the sign is talking about gas gauge being empty.
Though it might be likely whoever made the sign did it on purpose as a play on words. No real reason for them to put E instead of the word empty other than word play.
