I think it depends. Was he on the phone prior to you picking him up? Or were you having a conversation and he just started talking on the phone?

One thing i would probably do bc i don't like being a servant or uneven exchanges would be that, when we got back in the car to drive home, I would call someone, shit, i might even put my phone on silent and talk for like 20 mins obv, not having started the engine. If he doesn't say shit, cool. If he bitches, tell him to get out of the car.

That way he is the judge of what is appropriate and not and he's judging his own actions basically. I used to have a gf always late for everything. I would go to meet her and wait 5 mins, if she wasn't there, i'd go shopping or whatever, when she calls and says "i'm here where are u" I would say, oh I waiting X minutes, i'm nearby just doing X, i'll be right over. and I made her wait X minutes. I even told her i was doing this. It didn't immediately correct her behavior but she did change idk if as a result of me.

i used to go to the gym everyday with my friend who is my current roomate. the ride was 10-15 minutes tops and there were a couple times where one of us had a phone call that took up most of the trip and I didnt really think much of it. if it was a one time thing like this is, I could see it being pretty inconsiderate.

I don't see an issue with him talking on the phone.
Unless you had told him you wanted to talk about something urgent or he said he wanted to talk to you about something urgent.

That sort of thing always annoys me because then the driver has to just sit in silence listening to half a conversation while the passenger yaps away. Its something I consider rude and make an effort not to do.
